Latvia Residency by Investment: New Thresholds and What Investors Need to Know

Latvia's residency by investment programme has undergone significant changes in 2026. As EuInvest's home country and the location of our Riga office, we monitor these developments more closely than any other programme. Here is a comprehensive update on the current state of Latvia's investment migration landscape.

The Current Programme Structure

Latvia's residency by investment programme currently operates through two primary routes: company investment and bank deposit. The real estate route, which was historically the most popular option, closed to new applications on 15 September 2026 following a government decision to redirect investment migration capital toward productive economic activity.

The closure of the real estate route represents a significant shift in Latvia's investment migration policy. Investors who had been considering the real estate route should now evaluate the remaining options carefully.

Company Investment Route

The company investment route requires a minimum investment of €50,000 in a Latvian company with fewer than 50 employees and annual turnover below €10 million, or €100,000 in a larger Latvian company. In both cases, a one-time state fee of €10,000 applies.

This route is particularly attractive for investors who wish to establish or expand business operations in Latvia. The investment must be genuine and contribute to the company's economic activity — passive share purchases without operational involvement are unlikely to qualify.

Bank Deposit Route

The bank deposit route requires a minimum deposit of €280,000 in a Latvian bank, held for the duration of the residency permit. A state fee of €25,000 also applies. This route is straightforward but capital-intensive, and the deposit does not generate significant returns in the current interest rate environment.

Investors considering the bank deposit route should note that the deposit must be maintained throughout the residency period. Early withdrawal would trigger a review of the residency permit.

What the Changes Mean for Applicants

The closure of the real estate route has reduced the number of qualifying options but has not diminished Latvia's attractiveness as an EU residency destination. Latvia offers full Schengen Area access, a straightforward application process, and a clear pathway to permanent residency and EU citizenship after five years.

For investors who were specifically interested in Latvian real estate, the closure of the investment migration route does not prevent property purchase — it simply means that property ownership alone no longer qualifies for residency. Investors may still purchase property in Latvia while qualifying through the company investment or bank deposit routes.
